Overview
The Southern California Inter-County Transfer Protocol was developed to ensure that a transfer of juvenile jurisdiction is in the best interests of the minor, to provide for the expeditious and efficient transfer of a case in order to reduce any interruption of services to the minor and/or family, and to permit the timely conduct of statutorily mandated hearings. The protocol consists of procedures, rules, and coordination tools that help court staff, probation officers, and social workers to process transfer cases efficiently.
The superior courts, probation departments, and child welfare agencies for the counties of Imperial, Los Angeles, Orange, Riverside, San Bernardino, and San Diego have agreed to abide by the protocol. The Southern California Inter-County Transfer Protocol was first instituted as a pilot project on August 4, 2014. On September 8, 2015, the Southern California Inter-County Transfer Protocol was officially approved and enacted.
