Ed Lopatin was selected to serve as the foreperson of the 2022-2023 San Diego County Grand Jury, which started service on July 1, 2022.

Lopatin draws from his background as an audit manager and finance director with the City and County of San Francisco as he assumes this role with the Grand Jury. Lopatin is the author of three books and is an actor performing in San Diego community theaters.

Together with 18 other San Diego County residents, he represents the people of San Diego County in a watchdog role investigating governmental agencies and public entities within the county. This includes investigating citizen complaints (which can be filed using forms available for download from sandiegocounty.gov/grandjury) as well as selecting, reviewing, and evaluating matters of civil concern.

Mr. Lopatin says that serving on the San Diego County Grand Jury affords him the opportunity to investigate local government operations and recommend ways to be more effective, efficient, and focused.

He hopes to encourage, motivate, and support his fellow grand jurors to do their best possible job for the residents of this county.

“As grand jurors, we are the ‘eyes and ears’ of the people,” said Mr. Lopatin. “We see challenges that auditors and management consultants may not see as we are ordinary citizens reporting back to the people.”
